In my experience, swapping the cluster in my 2002 s8 was a real pain and I would avoid doing this if you can. Or at least look at it as a last resort.
I had to buy 3 clusters for approx £100 each...

I would start by fault finding the injector first. Remove the fuel pump relay to prevent any more fuel contamination or unplug the injector.
I doubt very much that this will be an injector fault....

I replaced the bolts and the plates when I did mine a couple of years ago. I was in there and I did them because I could, so I did.
I also interpreted the information in the manual as "replace".

I had the same issue with mine. Just cleaned it up with a Dremmel and painted it. Also replaced the clips. As MJ has already said, new plastic retainers will be needed. All of mine broke on removal.
